Consultation overview
We are consulting on two documents:
This is the first full draft of the Local Plan. It is based on national policy, evidence and previous feedback from stakeholders. It is our vision for sustainable growth to 2046 and sets out how we will deliver land for new homes, jobs and infrastructure. It looks at how we can protect our natural environment, how we will respond to climate change and provides policies which will be used to assess planning applications outlining what we require from new development in the district.
This document assesses how the draft local plan performs against environmental, social and economic objectives.
The preferred options draft local plan was informed by your comments and responses to previous consultations and evidence-based documents. These documents can be found on the Evidence Library page.
This is your chance to share feedback on our preferred development sites and the policies which will set requirements for new development. This means you have an opportunity now to shape new development before any planning applications are submitted.

How to register and comment on our consultation portal
Below are videos and step-by-step instructions to help you register on our consultation portal and submit comments. You will need to register before you can send us your comments.
Step-by-step guide on how to create a consultation portal account
1. Go to the Consultation Portal
- Open your browser and visit: https://consult.huntingdonshire.gov.uk/kse/
2. Start the Registration Process
- Click the arrow icon in the top right corner of the page (hovering over it will show “Sign in”).
- On the next page, click the “Register” link underneath the LOGIN section.
3. Tick the Terms and Conditions
- Before entering your details, make sure to read and tick the box agreeing to the terms and conditions. This is required to proceed.
4. Enter Your Details
- Fill in all required fields (marked with “This is a required field”).
- Optional fields can be left blank if you prefer.
- If you are registering as an agent, tick the relevant box at the end of the form.
5. Submit Your Registration
- Click the “Register” button.
- If you see an error (e.g., username already in use), choose a different username and try again.
6. Activate Your Account
- You’ll receive an email with an activation link.
- Click the link to activate your account.
- If you don’t receive the email within 15 minutes, check your spam folder.
- If it’s not there, contact: local.plan@huntingdonshire.gov.uk
7. Log In and Check Your Settings
- Once logged in, your name will appear in the top right corner.
- Click your name to access “My Details,” “My Submissions,” or “Logout.”
- Update your contact preferences under “My Details” to receive notifications about future consultations.
8. You’re Ready to Participate!
- You can now submit comments and take part in consultations.
Step-by-step guide on how to submit a comment on the consultation portal
1. Log in: Go to https://consult.huntingdonshire.gov.uk/kse/ and log in with your username and password. (You must be registered first.)
2. Find the Consultation Event: On the homepage, click “Learn More” for the event you want to comment on.
3. Access Supporting Documents and Guides: On the event’s introduction page, you can download the main consultation document in PDF format from the ‘Supporting Files’ section. Guides and other resources are also available here.
4. Open the Proposal: Click “Proposal” at the top of the event page to access the document or survey questions.
5. Navigate the Document:
- On the left-hand side, you’ll see a chapter/document tree
- Click and scroll through chapters to find the area you want to comment on
- Use the arrows to expand policies within each chapter.
6. Add Your Comment:
- Once you’ve found the relevant section, click the “Add Comment” button
- Complete the comment fields as required.
7. Attach Documents (optional): You can attach supporting documents if you wish, but it’s not essential for submitting your comment. For large files or issues, email local.plan@huntingdonshire.gov.uk.
8. Submit or Save Draft:
- To submit a completed comment:
- Click “Completed Comment.”
- On the next page, click “Submit,” then “Submit Now” to finalise your comment.
- To save a draft:
- Click “Save Draft.”
- To continue editing later, scroll to your profile in the top left of the screen, click “My Submissions,” then “Continue Editing.”
- When ready, follow the same submission process as above.
9. Confirmation: After submitting, your comment appears in “My Submissions.” You’ll get an email confirmation (check spam if needed).
10. Processing: A council officer reviews your comment. Once processed, it will be visible under “What people say” for the event, and you’ll receive another confirmation email.

Exhibitions and viewing a paper copy
As part of the consultation, we will be holding a series of exhibitions where you can meet our team, learn more about the draft local plan, and ask questions.

FAQs
Do I have to submit my consultation response through the portal?
You do not have to submit your comment through our consultation portal but it is our preferred method. By submitting your comments via our consultation portal we can ensure that your comments are processed more quickly and that they are accurate.
There are alternative methods to help you respond if this is not possible. You can:

I have made my comment but I cannot see it on the consultation portal
We have to individually accept all comments made and this may take us a while depending on the amount and type of comments we receive (for example paper and email responses may take longer).
If we have received a large amount of comments we will continue to process these comments after the consultation has closed, so you may want to check back later.
Is no development an option?
No. The government has set a target to build 1.5 million homes by 2029. As part of that we are provided with a housing target through a calculation called the standard method. We are required to provide that number of homes as a minimum.
Our Preferred Options Local Plan looks at where this development can be sustainably located and support by jobs and infrastructure to meet the needs of our future population.
How long do I have to respond to the consultation?
The consultation closes on 17 December 2025 at 11.59pm
What happens when the consultation closes?
Preparing a Local Plan involves many stages of evidence gathering, public engagement, policy and site development. This Preferred Options Draft Local Plan to 2046 is intended to be the final non-statutory stage of its preparation. This forms part of our engagement under Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).
The next stage, anticipated to be in summer 2026, will be a statutory consultation under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended). This will provide opportunities to comment on specific aspects of the Draft Local plan to 2046 that we intend to submit for formal public examination.

The future structure of local government is currently being explored in many parts of the country to change from the current system of county councils and district councils to a single tier ‘unitary authority’ model.
The new unitary authorities will be responsible for all services currently provided by both county and district councils. The government’s schedule is for new unitary authorities in Cambridgeshire and Peterborough to start to operate in 2028.
The benefit of moving forward with this Local Plan is that Huntingdonshire will go into the new local government structure with an up-to-date local plan that has been shaped by our communities. The new unitary authority will then be required to prepare a replacement local plan within 5 years of being established.
