We recognise the significant public interest in the Capital & Centric regeneration project and the views that have been expressed by councillors, residents, businesses and other stakeholders throughout this process.
To provide clarity on the current position, progression of the project has paused, and no further contractual commitments will be made in relation to the project at this time.
We are awaiting the findings of the Gateway 1 report before considering any next steps. The views expressed by councillors, residents and stakeholders have been heard and will be considered alongside all available evidence as part of that process.
It is important to be clear that the project does not automatically progress to the next stage. The council is under no obligation to move to Gateway 2, and any future progression would require a formal decision by Cabinet following full consideration of the available information.
Equally, the Monitoring Officer has advised there is no requirement for a separate decision simply to stop progression beyond the current stage, and conclude matters at the end of Gateway 1. In the absence of a formal decision to proceed, arrangements can be made to bring the project to an orderly close.
An independent review has also been agreed and will proceed separately. To protect the integrity of that process, we will not comment on matters that could prejudice or influence the review. The council will cooperate fully with the review, and the Monitoring Officer has advised us that the findings will be carefully considered by Overview & Scrutiny (performance and growth) and the Corporate Governance Committee once it has been completed.
Our immediate focus is on receiving the Gateway 1 report and allowing the independent review to proceed without prejudice. We remain committed to ensuring that any future decisions on this project are evidence-led, transparent and taken in the best interests of residents and the wider community.
