Make a difference through effective financial management

Are you an experienced finance professional with a background in credit control, debt recovery or transactional finance? Are you a confident people manager who can balance the need for effective financial control with a fair and customer-focused approach?

Huntingdonshire District Council is looking for a Transactional Finance Manager to provide leadership and day-to-day management of our Accounts Receivable and Payable service.

This is a varied and important role, responsible for ensuring that money owed to the Council is collected effectively, suppliers are paid promptly and our financial processes, systems and records are accurate, efficient and compliant.

Reporting to the Systems and Transactional Accountant, you will manage a team of three and work with colleagues across the Council, as well as dealing with a diverse range of external customers and suppliers.

About the role

As Transactional Finance Manager, you will oversee the day-to-day delivery of the Council’s accounts receivable and payable functions.

You will take responsibility for ensuring that debt is managed and collected promptly and appropriately, while making sure supplier invoices are processed and paid in accordance with agreed payment terms.

A key part of the role will be ensuring that our systems, databases and records remain accurate, robust and compliant, while identifying opportunities to improve the way we work and introduce new and more effective payment and debt collection processes.

Your responsibilities will include:

  • Leading and managing the day-to-day Accounts Receivable and Payable service and its staff.

  • Ensuring debts are collected promptly and effectively, with appropriate arrangements for late or deferred payments accurately recorded and managed.

  • Ensuring supplier invoices are paid promptly and in accordance with agreed payment terms.

  • Maintaining effective supplier and debtor databases, systems and financial records.

  • Ensuring the service operates in accordance with relevant legislation, regulations and the Council’s policies and procedures.

  • Leading improvements to payment and debt collection processes.

  • Providing effective management information to support the Council’s management of its working capital.

  • Developing strong working relationships with services across the Council and with external customers, suppliers and partners.

  • Ensuring that customers remain at the heart of the service while protecting the Council’s financial interests.

About you

We’re looking for someone who combines strong organisational and people-management skills with a practical understanding of transactional finance.

You will bring:

  • Relevant experience and understanding of supplier payments and/or debt management and recovery.

  • Experience of effectively managing a team.

  • The ability to build positive and productive relationships with internal and external customers.

  • Strong communication skills and the ability to work effectively with both financial and non-financial colleagues.

  • A customer-focused approach and the ability to deal sensitively and professionally with people who may have complex financial circumstances.

  • The confidence to negotiate and find practical solutions while ensuring that debts are recovered effectively.

  • A strong sense of personal responsibility and accountability for the performance of the service and the team.

  • An interest in improving processes and finding innovative ways of delivering an effective and efficient service.

What We Can Offer

At Huntingdonshire District Council, we believe our people are our greatest asset. In return, we offer:

  • Flexible and hybrid working arrangements

  • Generous annual leave entitlement

  • Local Government Pension Scheme

  • Employee wellbeing support and benefits

  • Opportunities to contribute to exciting projects, transformation programmes and the future of local government services

Why Join Us?

This is a great opportunity for someone who wants to take real ownership of an important Council service.

You’ll work with colleagues across the organisation and deal with a wide variety of customers and suppliers, from large organisations through to individual residents. The role therefore offers plenty of variety and the opportunity to influence how we deliver our transactional finance services.

At Huntingdonshire District Council, our icare values – Inspiring, Collaborative, Accountable, Respectful and Enterprising – sit at the heart of how we work, and we are looking for someone who can demonstrate these values in the way they lead the team and deliver the service.

If you are an experienced transactional finance or credit control professional looking for an opportunity to lead a team, improve services and make a tangible difference, we would love to hear from you.
