You need a licence from us to drive a taxi or private hire vehicle.

How do I apply for a taxi or private hire driver’s licence?

To drive a taxi or private hire vehicle you must:

  • be at least 18 years old

  • have held a full driving licence for at least 12 months

  • have the right to work in the UK

  • be able to understand and speak English.

Before you submit your application

Before you can submit your licence application you will need to complete all the points listed below and have the appropriate documentation:

  • take a driver assessment test with the Blue Lamp Trust. You can book a test online or by calling 03337 000157 between 9am and 4pm.

  • make sure you have a good knowledge of:

    • our taxi bye-laws (Hackney carriage drivers only)

    • the conditions relating to taxi and private hire licences
    • the geography of the district

  • have a Group 2 medical examination to ensure you are fit to drive a taxi or private hire vehicle. You will have to pay the fee for the medical - this may vary depending on the medical practitioner you use.

  • obtain a statement of good conduct if you have lived or worked outside the UK in the five years before your application. The statement must be in English and be provided by the relevant Embassy or police force in the country where you lived/worked. You must arrange, supply and pay for the statement.

  • obtain a Disclosure and Barring Service (DBS) Criminal Records Check. You can apply for this online - view further information and instructions. If you have a conviction, caution, reprimand or warning that you think may affect your application, please read our convictions policy. You can also contact the Licensing team for confidential advice.

  • if you have a suitable DBS certificate registered with the DBS update service you must provide the original certificate and complete the consent form to allow us to check the online records.

  • you must be able to prove you have the right to work in the UK. The Immigration Act 2016 requires us to check the status of all new applicants.

Submitting your application and verification of identification documents

First complete the application form:

 You must then visit our Customer Service Centre at Pathfinder House, Huntingdon, to submit your application and have your identification documents verified for your online DBS application. You can visit anytime between 9am and 4pm, Monday to Friday. Please bring your application reference number with you. When you arrive, take a ticket from the machine and take a seat.

You must make sure you bring originals of all the correct documentation. We will only accept correctly completed applications.

A completed HDC application form, signed and dated by the applicant
A completed HDC medical form, signed and dated by the examining doctor, that is less than six months old
Your Blue Lamp Trust assessment sheet and/or certificate
Your original DBS certificate that is less than three months old. If it is more than three months old and is registered on the DBS update service, please provide the update consent form
A completed DVLA mandate form
A colour passport-sized photograph that is less than three months old

We use electronic scanners to check and verify identity documents from all customers applying to access council services. We will scan documents with a product called Trust ID
