Huntingdonshire District Council (HDC) requires the information sought in this questionnaire from suppliers responding to the OJEU notice number 2011/S 227-368639
Responses to the pre-qualification questionnaire will be used in the first step of selecting suppliers to tender. Selected suppliers will be invited to participate further in the procurement (however, HDC reserves the right to withdraw from any procurement exercise at any point).

Whilst neighbouring councils within Cambridgeshire are mentioned in the OJEU Notice, there was little interest shown when the opportunity was raised at a recent County Procurement Group meeting.
Sub-contracting is acceptable but we wish to see what the internal / partnering / subcontracting arrangements are and evidence that it is not loose or informal but robust and properly established to ensure that we receive seamless and reliable service.
Sub-contractors need not complete separate pre-qualification questionnaires. However, we are keen to mitigate any risk associated with subcontracting including ensuring the full scope of the requirement is properly covered (ie no knowledge or skill gaps between the prime contractor and subcontractors), that the prime contractor selects capable partners and there will be a seamless service.
Under selection and short listing it states under e) Experience that applicants must provide evidence that they have provided services for a minimum of 5 years. At 6.1 it states to provide evidence of your experience in the last three years. Please provide evidence for three years as per Q6.1
Question 6.1: You may use additional space to provide evidence of relevant experience. If you do, provide a summary within the format of Q6.1 and ensure that the examples are carefully cross-referenced. Brevity is important and the evaluation panel will not score extraneous verbiage nor relevant points hidden in marketing material. Ensure any additional evidence is annexed to the questionnaire and not as a separate document (which can get misplaced).
